The European Investment Bank (EIB), in close collaboration with the European Commission, has launched a major technical advisory initiative aimed at transforming urban mobility in Spain. The programme, which supports six leading cities, aims to scale up electric mobility and build resilient, low-carbon transport ecosystems by 2030.

European cities face mounting pressure to decarbonize transport, which currently accounts for nearly 25% of the EU's greenhouse gas emissions. Urban transport alone contributes a substantial share, making electrification a cornerstone of the EU Green Deal and the broader "Fit for 55" climate package.

- Accelerating Investment in Electric Vehicle Charging Infrastructure: The programme aims to accelerate investment in EV charging infrastructure while embedding electric mobility into the core of urban transport planning.
- Identifying Investment Gaps and Unlocking Funding Opportunities: The EIB's technical assistance will help cities unlock both public and private capital by identifying suitable European funding instruments, including opportunities under the InvestEU programme.
- Designing Innovative Financial and Contractual Frameworks: The initiative will support cities in designing innovative financial and contractual frameworks, including public-private partnerships (PPPs), to de-risk investments and attract private sector participation.
- Creating a Robust Pipeline of Bankable Projects: The programme aims to create a robust pipeline of bankable projects, ranging from city-wide charging networks to electrified public transport fleets and last-mile delivery solutions.

The six cities participating in the initiative are all members of the European Union's Climate-Neutral and Smart Cities Mission, a flagship programme targeting 100 climate-neutral cities by 2030. Each has been awarded the prestigious EU Mission Label, recognizing their commitment to ambitious climate action and their readiness to implement transformative projects.

The EIB-led initiative will be supported by a consortium of leading consultancies, SUEZ and IDOM, whose expertise in infrastructure planning, environmental engineering, and urban development will be instrumental in helping cities design and implement integrated electric mobility solutions.
