Peripheral Ring Road Project: First Package Set to Begin in June

The long-awaited Peripheral Ring Road (PRR) project in Bengaluru is finally gaining momentum with the first package set to begin in June. The work orders for Package 1 between Tumakuru Road and Ballari Road are expected to be issued in June, with civil works starting three months after that.

Background

The PRR project has been delayed for over two decades, with Bengaluru Business Corridor Ltd. (BBC) formed to spearhead the project. BBC had split the project into multiple packages and tendered Package 1 in March 2026. The technical bids were opened on May 6, and the scrutiny is ongoing.

Land Acquisition

  • Of the 665 acres needed for Package 1, 523 acres have been taken possession of, achieving over 78% of the target.
  • Compensation is being disbursed for the lands now, with some lands under litigation.
  • The government has laid down a condition that work orders can be issued only after achieving 80% land acquisition.

Tender Details

  • The tender is a Design, Build, Operate and Transfer (DBOT) model.
  • The contractor has to design the stretch and prepare their own Detailed Project Report (DPR).
  • The contractor will get three years to build the 23 km-long stretch of the road.

Expected Benefits

The new road is expected to ease traffic on International Airport Road and Tumakuru Road, particularly the notorious Hebbal junction.

Challenges Ahead

Meanwhile, BBC Ltd. is facing challenges in convincing farmers on two other stretches — Ballari Road to Whitefield Junction (Package 2) and Whitefield Junction to Electronics City (Package 3) — to give up their lands for the five-option compensation package being offered.

Compensation Package

  • BBC Ltd. has offered a five-option compensation package under the Bangalore Development Authority Act, 1976.
  • The package includes cash compensation, Transferable Development Rights, developed commercial plots, and cash plus developed land as a package.
  • The State government has ruled out any revision in the compensation package.

Next Steps

The High Court of Karnataka is expected to decide on the petitions challenging land acquisition for PRR Phase 1 soon. A senior official said that the arguments are drawing to a close, and a judgment is expected by June or July.
