Slum Rehabilitation Authority Opens Technical Bids for Redevelopment Project

The Slum Rehabilitation Authority (SRA) has taken a significant step towards the redevelopment of a 101.36-acre land parcel around Gilbert Hill in Mumbai, by opening technical bids submitted by three prominent companies.

  • Shapoorji Pallonji Real Estate Private Limited

According to an SRA official, the three submissions will undergo scrutiny before financial tenders are opened at a later date. The developer for the project will be appointed based on the percentage of the ready reckoner rate for land that bidders are willing to pay as a premium to the SRA, with a minimum threshold of 10%.

Project Overview

The redevelopment project, initiated by the Maharashtra Housing and Area Development Authority (Mhada), aims to redevelop the 101.36-acre land parcel around Gilbert Hill, which is home to 13,634 slum tenements, SRA buildings, a private hospital, a police station, a civic market, a retail market, educational institutions, and government offices.

The project will be executed under the construction-and-development agreement model, wherein existing inhabitants will be rehabilitated on-site, the state government will receive a share of the housing stock, and the developer will be allowed to sell the remaining stock in the open market.

Project Details

  • Land Area: 101.36 acres
  • Slum Tenements: 13,634
  • Existing Residents: 561 tenements will be constructed for existing residents, measuring 300 sq ft each
  • Developer's Deposit: ₹1,050 crore will be deposited by the developer towards transit rent for three years
  • Shifting Charge: Eligible slum residents will have to pay a one-time shifting charge of ₹15,000

The project will be executed as per provisions of the Development Control and Promotion Regulations (DCPR) 33(10) and other relevant regulations, including under the slum cluster redevelopment scheme approved in November 2025.
